We are seeking a highly organized and proactive Real Estate Compliance Project Manager to oversee building compliance across a dynamic portfolio located exclusively in New York. This role is ideal for a detail-oriented professional who thrives at the intersection of regulatory oversight, violation remediation, and project management. The successful candidate will play a critical role in safeguarding our properties, ensuring full compliance with complex and evolving New York State and New York City regulations, and leading compliance-driven initiatives that protect both our residents and our long-term investments.

Essential Job Functions

Building Compliance Oversight (New York State & New York City)
  • Ensure full compliance with all applicable New York State and New York City building codes, housing maintenance codes, fire safety regulations, and environmental requirements.
  • Monitor and manage recurring compliance obligations, including inspections, certifications, registrations, filings, and permit renewals.
  • Maintain a comprehensive compliance calendar for all properties throughout New York State and New York City.
  • Serve as primary liaison with regulatory agencies, inspectors, expediters, and third-party consultants.
  • Stay current on regulatory updates, Local Laws, and legislative changes affecting New York State and New York City properties and advise leadership accordingly.
New York Regulatory Oversight Includes, but is Not Limited To:
  • Manage compliance with agencies such as the New York City Department of Buildings (DOB), New York City Department of Housing Preservation and Development (HPD), Fire Department of the City of New York (FDNY), and the New York State Division of Housing and Community Renewal (DHCR), as applicable.
  • Oversee compliance with applicable NYC Local Laws, including but not limited to façade inspections (FISP/Local Law 11), energy benchmarking (Local Law 84), building emissions (Local Law 97), gas piping inspections (Local Law 152), lead-based paint compliance (Local Law 1), carbon monoxide and smoke detector requirements, and other life-safety mandates.
  • Track, manage, and remediate violations issued by DOB, HPD, FDNY, and other city and state agencies.
  • Manage ECB/OATH violations and represent ownership interests at hearings before the New York City Office of Administrative Trials and Hearings (OATH) as required.
  • Coordinate housing court matters and regulatory compliance documentation as needed.
  • Ensure compliance with New York State Multiple Dwelling Law, Housing Stability and Tenant Protection Act (HSTPA) requirements, and other applicable statewide housing regulations.
Violation Management & Remediation
  • Oversee the identification, tracking, and resolution of violations issued by New York State and New York City agencies.
  • Develop corrective action plans to ensure violations are cured within mandated timeframes.
  • Coordinate with property managers, maintenance teams, engineers, attorneys, and contractors to implement remediation efforts.
  • Prepare and submit required documentation to certify correction and close violations.
  • Attend hearings, reinspections, and agency meetings as necessary.
  • Analyze violation trends and implement preventative compliance measures to reduce future risk exposure.
Project Management (Compliance-Driven Capital Projects)
  • Monitor project milestones to ensure deadlines tied to regulatory mandates are met.
  • Provide regular risk and compliance reporting to senior leadership.
  • Must be present with the ability to move throughout our corporate office to address compliance related matters, as well as to travel throughout the portfolio, ensuring effective communication with staff and vendors.
  • Position may be required to perform duties outside their normal responsibilities as needed.
Qualifications
  • Bachelor’s degree in Real Estate, Construction Management, Business Administration, or related field preferred.
  • Minimum of 5 years of experience in real estate compliance, property management, facilities management, or construction project management within New York State and/or New York City.
  • Direct experience working with NYC and NYS regulatory agencies strongly preferred.
  • Strong working knowledge of NYC Building Code, Housing Maintenance Code, New York State Building Code, fire and life-safety requirements, and violation remediation processes.
  • Demonstrated project management experience across multiple properties.
  • Exceptional organizational skills with the ability to manage competing deadlines in a highly regulated environment.
  • Strong communication and negotiation skills when interfacing with regulatory bodies and legal representatives.
  • Proficiency in navigating computers and property management software, to include Microsoft Office, Yardi, BCompliant and other property management software.
  • Ability to handle sensitive and confidential information with discretion and integrity.

In addition to base compensation, incentive pay and full benefits packages are available. 

Annual salary range: $110,000 - $125,000
